Administrative history:
For more than 50 years from the mid-1930s P T Stallard was in business, selling and manufacturing bicycles at 30 Broad Street, Wolverhampton. This solid achievement is not, however, what brought him fame. He was first and foremost a racing cyclist, and the energy and tenacity that he brought to his chosen sport helped transform competitive cycling from a fairly obscure pursuit into an activity with huge popular appeal. This collection of Stallard's papers is uncommonly comprehensive; even so, it offers hardly any support for the study of his formative years. He appears as a fully formed racing cyclist in his mid-teens and as a businessman a decade later. The Stallard lore, as represented by his obituary in the Guardian, suggests that he was born above his father's bicycle shop in Broad Street. In fact, official sources indicate that he was born above his father's butcher's shop in Penkridge, Staffordshire. The family had started out in Wolverhampton: Horace Casper Stallard was born in Heath Town and he was married in Wolverhampton, where his eldest son was born in 1900. But in 1901 the family was living in Market Street, Penkridge, where Percy was born in 1909. The move to Broad Street probably took place in 1911, and the Stallards appear in records in this collection as butchers for some years after that. Percy Stallard entered in his first proper cycle race barely 17 years of age, and from then on his devotion to the sport bordered on the fanatical. He was chosen for the British team in the 1933 world championship event in Paris, and again the next year, this time in Leipzig. What he saw on the Continent, in terms of the way in which road racing was organised and the popular following that it enjoyed, created an unstoppable urge in him to change British cycling. Cycling's governing body in Britain, the National Cyclists' Union, adhered to a strict code of practice laid down in the 1890s. Cyclists competed against each other only on special tracks or on closed roads. On open roads they rode singly, against the clock. For such events, the rider had to wear a black, alpaca jacket and black or grey tights and socks. He must not display bare arms above the elbow. What Stallard wanted to introduce was the kind of lively, colourful spectacle that he had enjoyed on the open road in France and Germany. By 1942 Stallard could restrain hmself no longer, and he organised a massed-start race to be run between Llangollen and Wolverhampton. The NCU had claimed that such an event was against not only their regulations, but against the law. Stallard approached every chief constable through whose district the race would run, and they all gave their approval. The fact that the second world war had all but obliterated British road traffic no doubt assisted the decision making. The race was a great success. The NCU responded by suspending the memberships of Stallard and the other riders in the event, which prevented them from entering in official races. However, the Llangollen-Wolverhampton had created a body of massed-start enthusiasts who were not going to be put down, and some months later, at a meeting in Buxton, a rebel governing body was created. Stallard had already set up the Midland League of Racing Cyclists, thereby creating a more or less ready-made constitution for the new body, which was given the name of the British League of Racing Cyclists. For seventeen years, until the NCU and the BLRC were amalgamated into the British Cycling Federation, cyclists had to choose allegiance and compete only where their allegiance allowed. Stallard's last triumph as a cyclist came in 1944 when he won the BLRC British championship, and from then on he began to focus his energy on his bicycle business. He designed a range of lightweight cycles and hired a team of mechanics to assemble them in the workshop at 30 Broad Street. Even though the popular interest in bicycles soon began to decline, Stallard managed to stay in business for nearly forty years, although the bicycle production ended in the 1960s, when he took on contracts for producing carriers for the big bicycle manufacturers. Stallard was evidently at his best when he could be out of doors, in company. In the late 1950s he discovered mountaineering, or rather, rambling across the hills of North Wales, and set about arranging coach trips there so others could enjoy it with him. His holidays took him and his bicycle and his son Michael or friends to such places as the Swiss alps, the mountainous parts of the Adriatic coast, and the Norwegian highlands. Nearly eighty years old he even returned to cycle racing, arranging events for the League of Veteran Cyclists.

The time sheets for the period 1947-1948, relating to the senior cycle workers in what was a two-tier workforce, have been retained as a record of the nature of the work involved. In many cases they reveal the process of creating a particular bicycle by cross-reference to the frame numbers in the workshop record (DB-45/1/2/5/3 ).

Every frame or complete bicycle that was produced in P T Stallard's workshop between 1945 and 1972 was followed by a growing bundle of records, and virtually all of them survive. These bundles record the history of each item produced, from the inquiry to the delivery, and often well beyond. Repair dockets were collated with the production records, and we can see cycles being repaired or refurbished, sometimes during a decade or more from the date of delivery. The owner of a Stallard frame will almost certainly be able to trace the number stamped on it in these records. Some production took place also before the second world war, but of this only one tiny glimpse survives. The last entry in the series refers to a pre-war Stallard frame that was returned for re-enamelling in 1960! The numbers are organised in annual series, according to the year in which the frames were made. From 1945 until 1947 the first digit of the frame number corresponds to the last digit of the year, followed by one, two or three digits, giving the actual production number. From 1948 until 1957 the year number is derived in the same way, but now followed by three digits, so that the first frame is number 8001 etc. From 1958 until 1972 the year is indicated by the last two digits of the year in inverse order, giving 1958 as 85 etc. The only exception is 1967 which is given as 67. In later years the model was indicated in addition, by way of a prefix, without interfering with the sequence of the frame numbers. For instance, a Montlhery built in 1961 might be given the reference M16276.

Although he was for several years a prominent rider, Stallard's place in the history of British cycling rests on the events of 1942: the decision to go ahead with a massed start race on open roads from Llangollen to Wolverhampton led to the exclusion from membership of the NCU of Stallard and all who joined in the race, and this in turn led to the establishment of a the new national body, the British League of Racing Cyclists. All this took place with the span of that one year, but the correspondence from 1942 has been bundled with that of 1943, because the latter bundle deals with the fallout from the events of 1942. This also reflects the manner in which Stallard stored these letters. The quantity of letters from this period made it necessary to divide the correspondence into smaller groups. This has been done by bundling separately the letters to and from Stallard's main correspondents. The letters listed as 'Mixed correspondence' are that ones that remained at the end of this process.

It appears that he was also elected president of the breakaway Glen Cycle Club against his better judgement. This bundle chronicles the early days of the Northern Section, of which Sidney 'Syd' Copley was treasurer, and is rich in gossip and backbiting.

During the summer of 1946 visits were exchanged between parties from Wolverhampton and from Tilburg, Holland. The prime mover seems to have been Mr Jean P A Coomans of Tilburg, who spent time in Wolverhampton during the war as a sports organiser in the Dutch army. Arrangements were made for a cycle race in Tilburg, although the event is not announced in the official timetable for the visit. It could be that the race was dropped, or that publicity was avoided on account of the hostility of the Nation Cyclists' Union. Attempts to arrange a race in West Park during the return visit were squashed when the Union Cycliste Internationale threatened the Dutch riders with exclusion if they were to take part in an event that was not approved by the NCU.

The 'Peace Race' (Zavod Miru/Friedensfahrt/Course de la Paix) was established with a race from Prague to Warsaw in 1948. The participants came from socialist people's republics, although East Germany was excluded. After the admission in 1950 of French and Scandinavian riders, East Germany joined in, and the race was extended to end in East Berlin. On the collapse of the Soviet hegemony in 1989 it was feared that the Zavod Miru would sink under the weight of its ideological ballast, but it survived, and the race took place as late as 2004. Percy Stallard attended the 5th Zavod Miru in 1952 as manager of the victorious English team. After severing his ties with the Wolverhampton Wheelers, Percy Stallard became a founder member of this breakaway club, launched in 1938. As a proving ground for his ideas about cycle racing, it was the forerunner of the Midlands League of Racing cyclists, which provided the basic concept for the constitution of the new national body, the BLRC. Stallard and the club fell out in 1944, but he returned later to help with race arrangements. In 1949 he was offered the vice-presidency, which he declined.

The former race was a British triumph in that the individual winner was Ian Steel; in Mexico the British took third place both as a team and individually (Bevis Wood).

By far the greatest number of these photographs are from the 1940s and showing cyclists in action, singly or bunched. It is evident from the handwriting that Stallard attempted to organise them in later life, but the majority remain unidentified. Where Stallard created a bundle it has been retained in its original form, and the word 'bundle' appears in the title field. This applies to the entries DB-45/2/4/1-21. In the case of the entries DB-45/2/4/22-37, where riders or events are identified by Stallard's caption or identifiable by other evidence, artificial bundles have been created. DB-45/2/4/38-45 are bundles that fall into both of the above mentioned categories, but are linked by the theme of cycling-club social events. The remaining entries, apart from the last, Miscellaneous entry, refer to bundles that were created by record office staff during the accessioning process. The labels that were introduced then have been used in here, but their origin is unknown. Many of the photos carry reference numbers. In the heyday of cycling interest, the sale of such pictures provided a sideline in the business of any cycle dealer, and Percy Stallard was no exception. Many letters in the correspondence section are requests for pictures of cycling's celebrities. The master list of the reference numbers unfortunately does not survive. The photos are all monochrome paper copies in sizes varying from around 6x4cm to around 25x20cm.

In 1951 he signed up a number of riders who agreed to give Stallard publicity in return for the use of three Gardiol 'Olipionico' tyres and a prize of £1 for every race won. Owing to the losses he suffered on account of the London-Holyhead he pulled back from this scheme and instead, during the 1952 racing season, devoted his advertising budget to limited sponsorship in the form of bonus awards for riders who completed races on Gardiol tyres.

These are pristine copies of items that exist in other parts of the collection, relating to the business as well as some racing events.

A number of rolls, and a few strips, of camera film included in the collection have been processed by digital scanning. The images are on a CD-ROM disc, each roll being assigned to a folder on the disc in accordance with the list below. The process involved cutting up the rolls into strips of five frames. The strips are preserved in an album in the order in which they were processed. A few rolls were left unprocessed. Their labels are 'Jack & Janet's Wedding', 'Ann & Alan Wedding', 'Wedding of Ann Bray and Alan Mackie, also Rhinogs Climb May 15th 1960', 'Jack [?]s Wedding etc.' and Norway July 21st - Aug 5th 1956'. The prints of the Norway trip are in DB-45/2/4/45. Although some of these films refer to cycle club outings, the majority are devoted to Stallard's interest in climbing and rambling which developed in the second half of the 1950s.
